After disconnecting the fuel line from the tank fitting, should gas pour out of the tank fitting without the fuel pump running? I would think not...

no it shouldn't did you disconnect the fuel line at the quick connect fitting or pull the hose off at the tan connection? the quick connect has an integral check valve

Disconnected tank using factory connectors Fuel was coming from the elbow connector on the bottom of the tank. No fuel should dome from there unless the pump is running.
If fuel is coming out with no power than fuel pressure will be compromised.
Correct?

Could be, but I'd expect low pressure from a failed PR valve to effect it at higher demand rather than idle.
The PR valves are prone to rusting out from water in the tank. This is why it's important to make sure both the tank vent and especially the filler gutter drain are clear and working. The gutter drain is particularly prone to choking up with calcium type deposits. The 1100's those drains are at the bottom of the tank adjacent to the pump plate and face down. On thr 1200's they poke out the back of the bottom of the tank. In both cases they should have hoses on. On US bikes the vent goes to the charcoal canister, (If still fitted.) and the gutter drain hose goes down to the clip inboard of the RH footrest hanger plate.
PR valve is not sold separately by Guzzi but is by and for other manufacturers.
