Dumb Questions-exhaust gasket and yoke bolt

I have acquired a used Termignoni exhaust. I need a new gasket to fit it. The inside diameter of the new pipe is 60mm. Anyone have an idea what size the inside diameter of the gasket should be?

Edit-Methinks it is 54mm. Gasket for a Suzuki 1200 bought.

Dumb question 2. To fit Ongur's excellent bar risers (got them just before I crashed the bike and broker my leg), I need to remove the handlebar clamps/ u-bolts. They appear to be held on by a 13mm bolt each. Can I shift them? Nope. I have used a breaker bar ever so gently and they seem to turn. Then I get a clicking sound. Are the clamps any looser? Nope. What am I doing wrong-this should b e simple.

From memory the risers are, as you suggest, just bolted on from underneath. I would suggest cracking the bolts with the breaker bar before removing the handlebars to allow them to act as a brace to prevent the risers from pruning with the bolts. It could just be that the bolts are slathered in Loctite? I can't remember.

There's enough loctite on them to kill a man. They are 10mm bolts. Nipped up to a pleasant 50Nm.
