I did a search on this but came up empty handed. Is the funnel shaped restriction that is under the fuel cap removable? I've never had the fuel cap assemble off, so I don't know if it's a separate part. It makes topping off a pain.

You can take the filler out and cut just where the filler tapers. Gives a better view especially with spring/boot POS things at the fuel station. Don’t it on all my apes and Guzzi

Just cut it with a utility knife? Or is it thick enough plastic that you need to use some type of cut-off tool like a Dremel?

I use a grinder, dremel should work. Likely too thick for a utility blade and having fingers is good
