there is a hook on the frame under the seat for this purpose

That's for fixing a helmet on the bike. Lift the seat and on the left side of the frame You will see a little hook. Route the tool through Your helmet, fix both ends at the hook and put the seat back on the bike.

Yep, fixed at the bike how intended You can simply pull it away to make it Your own.
