Regrettably but predictably, I have no clue.
But, while I hope to hear "yes" from the knowledgeable here, cannot imagine that being so or, even if technically so, that it would be safe.
As a mere kibitzer, am very curious what brought that about?

An experienced welder can repair it. If he is good, it wont be cheap.

Yup, they can be welded if care is taken and you know a good welder.

You could get it welded but you might as well get a new side plate on order or a 2nd hand part.

Can be welded but needs to be taken apart and handed over as two (broken bits). To decide if it's worth it, typical cost (UK) would be 40 GBP & main cost is the preparation of the parts to ensure good weld (at least side panels are clean & oil free), followed by tidying up the weld.....your call if you can get new/used parts cheaper.

It's odd. I looked at TLM's website last week and they had three RH 'Pork Chops' in the second hand section. Just checked now and Nada?

Pretty sure I've got a spare one here you could have, but I don't think it would ship in the current lockdown situation.
