Rear Wheel Installation - What Am I Doing Wrong?

So I jacked up my 2014 GRiSO this morning and put in a new rear suspension. Got everything put back together and have tried to mount the rear wheel back on the bike and for the life of me, I can’t figure out why it won’t fit back on. I’ve done this before with KTM and Ducati but this is my first with the Guzzi. I’m holding it up with one hand and am trying to get one of the bolts back in but they won’t line up. Is there a trick I’m missing? Is this better with two people, one to hold the wheel and the other to bolt it in? I thought the suspension change was going to be the most difficult part. I’m now going to see if drinking a few IPAs will help . Thanks.

Has the dust seal plate got misaligned?

It’s lined up. I have to be messing up something simple.
