I bought Onurs excellent quality lower tank ring intending to fit a Givi XS 307 bag. Then decided I liked SW Motech's Bag Connection City Bag more. The Bag's Connection bottom tank ring is on the north side of $80 US.
So question- does anyone know if a Bag's Connection ( SW Motech) Quick Lok Evo bag top ring will fit the Onur bottom tank ring designed for Givi bags?

No, the systems are completely different. Ehen you like the the SWM BAG, you'll need the SWM adapter.
